Hence, the military leadership should not take priority over the political; in fact, the opposite should be the case. Only they who possess the means and authority to influence all spheres of national life, to direct and coordinate them, are able to make a comprehensive appreciation of the situation, to set meaningful national goals, and to formulate and conduct policy accordingly.

Furthermore, the more thorough the destruction of forces and the larger the force that has been mauled, the greater the deterrent effect achieved, since the enemy is more likely to be convinced he has no chance of attaining a decision by military means. CONQUEST OF TERRITORY The conquest of territory, in and by itself, does not constitute the attainment of viable war aims. However, it does confer political and military advantage, and it is a negotiating asset for a postwar settlement. Hence, it is sometimes more important than the destruction of forces.
