Peace in this realist world will be possible, but only in the form of a balance of threat. A peace based upon trust, co-operation and good will – the kind of peace many people desire – remains outside the realm of possibility.

We know that a government which depends upon fear of punishment to keep its subjects in order may not be able to prevent civil war. What Hobbes is supposing, I believe, is that given that people are rational, given that the sovereign has considerable coercive power, and given that most individuals are inclined to respect the contract they have made and indeed regard this as their obligation, this will tip the balance in favour of law and order: a sufficient number of people will be prepared to abide by the agreement, and will be able and prepared 40 Justice and World Order to back up their sovereign in his efforts to enforce the law.

Why shouldn’t we suppose that the same development will occur in the international world? For this world, as Walzer suggests, is a society of sorts in which agents generally recognise a law and have developed customary ways of relating to each other. All recognise that if universal peace is to be possible, leaders and citizens must be prepared to abide by these laws and procedures. A modus vivendi will gradually turn into a moral order. The world will become a safe environment for the exercise of justice, and being just will be a primary motivation for action in it.
