New policy discourses can also leave important institutional transformations unnoticed (Somers 2005; Berman 1997) or block other concerns from reaching the policy agenda (Bacchi 1999). In Europe, the commercialization of public information has not been publicly debated; nor have the possible unwanted consequences of increasing performancemanagement or budgetary transparency reached the agenda. Moreover, the contextual limitations of institutional openness are also seldom discussed, such as consensus seeking corporatist tradition in the Nordic countries that can diminish public debate.

In functionalist accounts, institutions exist and evolve because they serve a function or a social virtue – they ‘do good’ (Thelen 2004, p. 25). For example, Konstari has described the Nordic principle of publicity in similar terms, arguing that, though the (official) control function of this institution was limited, it has served an integrative function for Finland (Konstari 1977). In understanding this institution, it is important that its interdependencies are understood, which include interest-mediation and consensus-formation, as well as other related institutions of accountability.

Hall and Soskice identify institutions of deliberation as a component separating the liberal market economies from coordinative market economies (Hall and Soskice 2001, p. 11). As in the liberal market economies, there is now a tendency for public administrations to produce market-relevant information on their activities, reaching out to the public–market field. This indicates a shift in the political economy away from coordinative deliberations, for instance in the labor market. On the other hand, as my analysis of foreign political information will show (see Chapter 5), there are attempts to remobilize deliberation as a means of allocating information between strategic actors in state policy-making, under the pressures of economic globalization.
