11 The Training School was strongly supported by Ernest Moore, who had been appointed president of the Normal School in 1917, and by Charles Waddell, who had been named director of teacher training that same year. Both Waddell and Moore considered themselves progressives. Waddell had studied with G. 12 As director of the training school, Waddell encouraged what he saw as progressive innovations, but when Seeds arrived in the fall of 1921, she felt the Training School was still following a traditional approach.

The latest and most up-to-date methods are being used. The educational surveys and classification of pupils are very worth while pieces of work and reflect much credit upon the department. . ”41 In 1924, Heffernan was a founding member of the California Rural Supervisors Association, a group that would provide her with a network of supportive and like-minded colleagues throughout the state. At its inception, the California Rural School Supervisors Association had just over one hundred members, thirty-three men and seventy-five women.

In an interview conducted in the mid-1950s, Kilpatrick was asked if there were still examples of schools using his approach. Kilpatrick replied, “Go to Los Angeles and see the University Elementary School, run by an outstanding Progressivist, Corinne A. ”18 In the fall of 1925, when Seeds returned to the Training School with her master’s degree, Charles Waddell, who had served as both director of teacher training and director of the Training School, felt he could no longer could manage both jobs.
