Indeed, the belief that human beings are rational utility-maximisers – seen by many to be at the heart of neoliberalism (see, for example, Best and Widmaier 2006) – provides a powerful imperative for behaviour when internalised by political actors (Hay 2004a: 59–60). Why do ideas matter? A ‘critical’ perspective on neoliberal rationality I contend that one powerful reason why certain ideas matter in the international political economy is that they are treated by actors as though they were material straightjackets.
In doing so, I do not seek to dismiss interest group–based accounts of trade policy but rather try to accommodate them within my constructivist approach. In Chapter 3 I develop the empirical argument that sits at the heart of this book, charting the rise of the ‘Global Europe’ strategy from my constructivist perspective. I begin by situating ‘Global Europe’ in a historical context, charting the shift from ‘embedded liberalism’ to neoliberalism in EU trade policy which coincided with a more proactive multilateral Introduction 17 orientation.
In contrast, I make the case for a constructivist approach that – while premised on the insights of Blyth’s constructivism into the importance of ideas as ordering narratives in the context of an uncertain social world – focuses on the role of discourses of external constraint and stresses their importance as instruments of power (drawing on, amongst others, Hay and Rosamond 2002; Schmidt 2002b, 2008). In doing so, I propose an improved theoretical method for determining the strategic invocation of such discourses, addressing one of the central dilemmas in this literature (see Hay and Rosamond 2002: 165).
